Why must ICES forms be released to students 2 weeks before instruction ends?

Why are instructors not allowed to decide for themselves when to release ICES forms to their students?
We are encouraged to tailor the pedagogy of each course to the specific goals and objectives of that course, so why must we have a "one size fits all" model for assessment in releasing everyone's course evaluation forms to students on the same day, which is two weeks before classes actually end?

Why are students required to turn in their forms the day after instruction ends? Students are often very busy during the final weeks of the semester--I think we would get a higher return rate if they were allowed to fill out the forms once classes have ended.

04/23/10 students begin filling out evaluation forms
05/05/10 INSTRUCTION ENDS
05/06/10 students finish filling out evaluation forms
05/20/10 results available
