&lt;p class="MsoNormal"&gt;IV&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Guest Speakers&lt;/span&gt; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;President Robert Easter expressed gratitude for critical role played by CAP members in retaining exemption authority.&amp;nbsp; He also spoke on topics including financial status, online courses, growth in enrollment, fundraising, and planning.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;V&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Senate and Senate Committee Reports&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;AP Senator Hannes Leetaru reported AP Academic Freedom issue is awaiting Board of Trustees action.&amp;nbsp; Wendy Harris (Univ Statutes and Senate Procedures) and Kathy Martensen (Univ. Student Life) reported to Kostas there was nothing new.&amp;nbsp; Sue Key (General Univ. Policy) reported committee is working on a survey regarding shared governance.&amp;nbsp; There is sense that it is happening well at top levels, but not so at lower levels, and participation in Illini Alert is only at 28% so more advertisement necessary.&amp;nbsp; Kostas (Senate Exec) reported Pres. Easter spoke to them saying similar things.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VI&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Academic Human Resources (AHR) Report&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;APDF has had 55 requests for $25,961, 2 requests were declined, and 2 requests are in review.&amp;nbsp; Provost will determine if APDF funds are part of the fiscal year in which they were approved, or in year spent.&amp;nbsp; A concern was expressed regarding late reimbursement for dental services.&amp;nbsp; Apparently the state is to blame, not the plan manager.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Unfinished Business&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas thanked those helping with the recent fight against removal of Exemption Authority.&amp;nbsp; The SUCCS audit of UIUC begins June 17, 2013 with data being provided by April 10, 3013 so there is little time for SUCCS to collaborate with AHR in making the next audit better.&amp;nbsp; Kostas will write a letter to SUCCS Director asking for status on his promise to have a committee of stakeholders meet to improve the process.&amp;nbsp; Suggestions should be made to include faculty on that committee, and improve transparency of audit formulas.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Wayne Stahl plans to provide a draft of the Human Capital Strategy Recommendations to UPPAC for a last round of feedback.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VIII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;CAP Committee Reports&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Melissa Madsen (Communications) reported 21% of recipients of CAP newsletter are opening it, and reclassification is the most popular link on the website.&amp;nbsp; Jim Witte mentioned there are web stats for the number of views of this CAP meeting broadcast.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Linda Smith (Procedures and Elections) reported the AP Senator electorate has been opened up to 100% of APs in the three districts (3, 5, and 11) with upcoming AP Senator Election.&amp;nbsp; Application procedures have changed to include a statement of expectation for candidates.&amp;nbsp; Self-nomination period is February 18 - 27, 2013, election period is March 4 &amp;ndash; 8, 2013, and term begins August 15, 2013 with an introductory meeting in April.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Linda Smith (ad hoc committee for strengthening AP perception) is looking for subcommittee interest in 1) Communication Committee support, 2) Service Day participation, 3) taking CAP meetings on the road, 4) annual or bi-annual town hall meetings, 5) offering direction on career path. &amp;nbsp;&amp;nbsp;The Executive Committee will discuss the suggestion for CAP to formally request the Provost to have Dr. Joseph Martocchio restart his work regarding AP career paths.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;CAPE will narrow down to 6 awardees next week.&amp;nbsp; Ceremony is April 19, 2013 at Beckman.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Constitutional amendment didn&amp;rsquo;t pass.&amp;nbsp; There is a long pension bill being proposed.&amp;nbsp; Sandy volunteered to forward to Kostas a summary.&amp;nbsp; Kostas forwarded along an email from Wayne Stahl regarding updates to Human Capital Strategy plan.&amp;nbsp; At the November 14, 2012 SUCCS meeting the Senate Executive Committee (SEC) Vice Chair made public comments regarding the SEC statement which lead to good discussion.&amp;nbsp; At that meeting Tom Morelock talked about an undisclosed math formula to determine which positions are audited.&amp;nbsp; Kostas will participate in a follow-up meeting of in advance next SUCCS meeting.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;V&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Committee Reports (Part 1)&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Sandy reported regarding the Academic Senate Meeting which included the topic of procurement and building space.&amp;nbsp; &amp;ldquo;Chancellor/VP&amp;rdquo; title was proposed over existing &amp;ldquo;VP/Chancellor&amp;rdquo; title.&amp;nbsp; Sue will follow up with an email for General University Policy Committee.&amp;nbsp; Sandy reported on Campus Operations.&amp;nbsp; Aguero Alejandra reported the EEO Committee has been busy contributing to the Diversity Values Statement.&amp;nbsp; The committee plans to follow up.&amp;nbsp; Senate Budget committee hasn&amp;rsquo;t met for a while per Greg Knott&amp;rsquo;s report to Kostas.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VI&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Guest Speakers&lt;/span&gt; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Mike Andrechak, Vice Provost, reported on the financial status of campus.&amp;nbsp; Five years ago University was on track to bankruptcy.&amp;nbsp; We overspent $90 million in 5 years.&amp;nbsp; Campus costs increases were exceeding the Consumer Price Index.&amp;nbsp; Cost saving efforts include Stewardng Excellence.&amp;nbsp; With changes implimented deficits have been dramatically cut.&amp;nbsp; State still owes $400M. &amp;nbsp;UI is one of highest tuition public universities.&amp;nbsp; Undergraduate borrowing is averaging $80K.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Sue Stewart and Tiy Goddard of Center for Training and Professional Development reported on creation of replacement courses for supervisor training which were cut in 2008.&amp;nbsp; A critical factor in motivation and retention is having a good boss.&amp;nbsp; A critical theme of the training is employee engagement in their work which means being interested and emotionally attached.&amp;nbsp; Suggested competences for supervisors include Communications, Performance Management, Project Management, Time Management, and Conflict Resolution.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Academic Human Resources (AHR) Report&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Since July 1, 2012 35 of 36 APDF requests were funded for $17,739.&amp;nbsp; Each CAP member needs to remind their units to use APDF.&amp;nbsp; There was much discussion regarding how to increase use including upping individual award limit, removing 2 year limit, using a portion of the budget for special CAP events, and using funds for on-campus training.&amp;nbsp; A weather policy reminder went out to campus that we don&amp;rsquo;t close except with Chancellor or Provost declaration.&amp;nbsp; A policy for other emergency closings is coming.&amp;nbsp; More is coming regarding the policy regarding reporting abuse.&amp;nbsp; Exemption authority was discussed.&amp;nbsp; A public hearing is scheduled for January 3, 2012 from 1 to 4 pm regarding a JCAR rule amendment to remove exemption authority from universities.&amp;nbsp; It would be good for CAP to have a strong turnout as well as other constituencies.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VIII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Committee Reports (Part 2)&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;For Communications Committee Melissa sent out a newsletter this morning.&amp;nbsp; In the business of the Elections Committee, Joel Plutchak received the majority vote to become District 4 Rep.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;CAPE committee will meet next week for first cut a nominees.&amp;nbsp; New Initiative Ad-Hoc Committee (Rick, Kim, Tim, and Linda) passed out a report and led some discussion.&amp;nbsp; There will be more discussion at a future CAP meeting.&amp;nbsp; There is a need for others to head up follow-up committees.&amp;nbsp; An electronic version of the report will be circulated.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;IX&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Grievances&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;District 10 has a grievance underway, but no details were discussed, nor a closed session held.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Elyne Cole reported there wasn't much new on the budget.&amp;nbsp; She suggested we have Mike Andrechek address CAP in late spring. &amp;nbsp;Kostas will forward along a link for Mike&amp;rsquo;s recent presentation to UIUC Senate.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Regarding APDF, 38 requests received with 2 declined, and 3 pending.&amp;nbsp; Declined requests were due to late submission.&amp;nbsp; $17,461 APDF awarded this year. &amp;nbsp;Melissa will be asked to provide a list of CAP members to their respective rep so all can be encouraged to apply.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Committee Reports (Part 2)&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Jim Witte of Communications Committee mentioned the posting of SUCCS testimony on CAP website.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Linda Smith of Procedures and Election Committee welcomed Tonja Henze as the newly elected CAP rep for District 4, and reviewed the timeline of upcoming elections and plans to inform applicants regarding expectations.&amp;nbsp; She will forward along information to those not present.&amp;nbsp; She also reported regarding the ad hoc committee for raising perceptions of APs, and passed out a list of items that could be dealt with by subcommittees.&amp;nbsp; Sue Key gave the idea of having the CAP meetings travel to various districts.&amp;nbsp; Deb Stone proposed CAP receive a bi-monthly updated list of members for use by representations.&amp;nbsp; Rick will look into broadcasting February CAP meeting with President Bob Easter.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;CAPE Awards Committee has selected top 12 nominees and is seeking letters of recommendation.&amp;nbsp; At the next meeting the list will be narrowed down to 6.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VIII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Unfinished Business&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas reported on recent SUCCS meeting which was well attended, and testimonies were disproportionately against removing Exemption Authority.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas, Melissa Madsen, and Wendy Harris gave good testimony.&amp;nbsp; Kostas and others plan to attend the Merit Board meeting.&amp;nbsp;&amp;nbsp; SUCCS Advisory Committee is meeting today and tomorrow, and CAP should consider having someone attend.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas will follow up with Wayne Stahl to get a draft of the Human Capital Strategy Recommendations so CAP can comment.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Members were asked to send Kostas questions or topics for the meeting with President Easter.&lt;/p&gt;

&lt;p&gt;&lt;span&gt;Michele Guerra, Director of the UI Wellness Center reported on the background of the Smoke-free campus policy which started with a student referendum.&amp;nbsp; Handouts were provided which can be found at go.illinois.edu/smokefree.&amp;nbsp; Implementation and ironing out details will be done over the next 12 months using working subcommittees.&amp;nbsp; Campus events are planned for the Great American Smoke-Out November 15, 2012.&amp;nbsp; Discussion regarding the policy ensued.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;Wayne Stahl, Director of Organizational Effectiveness spoke on the Human Capital Strategy recommendations forwarded to CAP members this week by Kostas.&amp;nbsp; Committee members Tiy Goddard, &lt;em&gt;Regina&lt;/em&gt;&lt;span class="apple-converted-space"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;Stevenson, and Deb Stone &lt;/span&gt;were also present.&amp;nbsp; Recommendations continue to change as feedback is received.&amp;nbsp; Wayne questioned if these recommendations are the right things, wrong things, or are there missing things?&amp;nbsp; At some point he will seek our endorsement on the comprehensive set of recommendations.&amp;nbsp; Concerns were raised regarding potential Talent Management System, Hiring Toolbox, salary equity grievance, and coordination between campus and university policy.&amp;nbsp; Committee is meeting every two weeks.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VI&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Academic Human Resources (AHR) Report&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;In his capacity as University Professional Personnel Advisory Committee (UPPAC) representative, Kostas attended the Sept 14 Board of Trustees (BOT) meeting and dinner the prior evening.&amp;nbsp; At the dinner he was able to discuss the negative impact of the potential loss of exemption authority with three members of the Merit Board that are also trustees.&amp;nbsp; He found the atmosphere of the board meeting to be positive.&amp;nbsp; Presenters included Larry DeBrock, Dean of the College of Business.&amp;nbsp; The BOT seems to want to hear more from the faculty of various campuses.&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;V&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Committee Reports&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Sue Key reported at the General University Policy committee meeting, Chair Nicholas Burbules brought up the CAP Letter of Resolution regarding AP Conversion and Exemption and discussed the Senate making a similar statement.&amp;nbsp; The Confucius Institute establishment, and a policy regarding surveys and questionnaires was also discussed.&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Linda Smith attended the Faculty and Staff Benefits Committee meeting which highlighted the proposed constitutional amendment designed to pave the way for reduction in State pensions.&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas mentioned receiving a report from Heather Anne Cupps-Miller for the Senate Admissions Committee.&amp;nbsp; Tim &lt;span&gt;Flanagin&lt;/span&gt; reported attending the Committee on Committees.&amp;nbsp; Wendy Harris shared a written report on the University Statutes and Senate Procedures (USSP) committee with Kostas.&amp;nbsp; The committee is dealing with the issue of missing or disproportionate AP Senator representation. CAP should seek to present to counsel of Deans again to educate interim deans regarding their responsibility to determine the electorate.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Elyne reported there is nothing new with the budget.&amp;nbsp; Academic Professional Development Fund (APDF) finished the year (to June 30, 2012) distributing $52,151.&amp;nbsp; Since then 22 of 23 requests were approved totaling $10,502.&amp;nbsp; Brad has volunteered to be interviewed for Inside Illinois and Melissa will send an announcement to E-Week to build interest in the fund.&amp;nbsp; State University Civil Service System (SUCCS) audit findings are being addressed.&amp;nbsp; AHR is beginning to work with units to work with individuals mentioned in audit.&amp;nbsp; At the next audit (2013) AHR expects to have to report on what is happening with all 122 positions identified in the current audit.&amp;nbsp; Despite still working with the current audit, data will be asked for as early as February for the next one.&amp;nbsp; SUCCS job analysis tool that was used at first is no longer being used probably because of cost and it didn&amp;rsquo;t seem to be working well.&amp;nbsp; Extra Help versus Academic Hourly will be scrutinized.&amp;nbsp; Sue reported her experience has been that Extra Help is far more complicated for hiring.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Linda mentioned District 4 vacancy and need for a Grievance Officer.&amp;nbsp; Districts 4, 7 &amp;amp; 10 are collecting information to help with the problem of discrepancy in AP Senator representation.&amp;nbsp; Kostas encouraged us to reach out to our constituents regarding issues.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;All Employee Expo had AP representatives.&amp;nbsp; Sue Key expressed interest in helping with planning next year.&amp;nbsp; October 24&lt;sup&gt;th&lt;/sup&gt; is the last day for Jonathan to receive grievances as Grievance Officer.&amp;nbsp; Sue will be Jonathan&amp;rsquo;s replacement as voted on by CAP.&amp;nbsp; There was discussion about the need for mediation because CAP grievance is so limited.&amp;nbsp; Campus had in the past a position of Mediator for Student Concerns that was suggested for AP use too, but funding was cut.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Elyne reported Academic Professional Development Fund (APDF) funded 128 of 131 requests totaling $61,653 with no pending requests.&amp;nbsp; This year is being run into next year.&amp;nbsp; If we top out $75K then Elyne will speak with Provosts office about it.&amp;nbsp; There is nothing new on the budget.&amp;nbsp; The AP Task Force steering committee has not been meeting.&amp;nbsp; Initial hope was that Joseph Martocchio would work on some of the committee plans, but is now interim dean of labor school so things are on hold.&amp;nbsp; Regarding exemption authority, the request has not been withdrawn from the JCAR process.&amp;nbsp; SUCCS is making a big deal of a summary of the past two audits, focusing on the increasing number of exemptions that have been improperly identified.&amp;nbsp; Their argument is 122 of 200 positions should have been civil service.&amp;nbsp; The point is significant because it is a jump from 16% to 60% in purported misclassification so it implies AHR is not performing. &amp;nbsp;Deb Stone&amp;rsquo;s office contacted those mentioned in the audit.&amp;nbsp; UIUC will not automatically convert, but instead will evaluate positions upon vacancy.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;IV&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Chair&amp;rsquo;s Remarks&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas presented at SUCCS on August 22.&amp;nbsp; His comments mentioned the overwhelmingly negative response to the removal of exemption authority.&amp;nbsp; The question was asked by a board member why the numbers increased.&amp;nbsp; The sampling is not random and the exemption rules are changing over time.&amp;nbsp; Feedback was that Kostas did a good job explaining that despite findings the units are the best to have authority.&amp;nbsp; Chicago had to hire 8 to 10 people and purchase $200K software to manage the conversions done.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Alejandra Aguero reported the Senate Committee on Equal Opportunity and Inclusion will request from Provosts office a follow through on Project 2012 report to evaluate the results.&amp;nbsp; They also want to include the evaluation online learning impacts and diversity.&amp;nbsp; Wendy Harris will attend USSP.&amp;nbsp; Linda reported the Benefits Committee spent most of the time on proposed constitutional amendment #49 which may result in a change to previously constitutionally protected benefits for state employees.&amp;nbsp; It is on the ballot for voters in November.&amp;nbsp; Health Alliance HMO and Coventry HMO contracts have been extended to June 30, 2013.&amp;nbsp; Kostas reported discussion at the Senate Executive Committee of partnership with Coursera as a learning management system especially regarding delivery of content such as videos and tests.&amp;nbsp; CAP will resend our statement on exemption authority to members for reauthorization.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Andrew Nichols will attend his first meeting on September 10.&amp;nbsp; Suggestion was made that he form an AP Senator caucus.&amp;nbsp;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VIII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;CAP Committee Reports&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Bylaws were accepted.&amp;nbsp; Regarding CAPE awards, Erica reported committee member nominations are only partially complete.&amp;nbsp; Two were requested from each district.&amp;nbsp; Procedures and Election Committee met and discussed roles. Courtney Grussing will serve as vice chair of that committee.&amp;nbsp; The committee is looking into the lack of representation by APs on districts excluded from AP Senate.&amp;nbsp; James Walsh is new representative to IT committee.&amp;nbsp; Jonathan will leave CAP and Grievance Committee as he has taken a job outside of the University.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span style="color: black;"&gt;Sandy Jones gave AHR report. As noted in a News-Gazette article this week, a salary increase is on the way. APDF status as of July 6, 2012: 123 requests, 113 approved, 2 declined, 8 pending, total awards is $53K+. Based on incoming applications SURS counted 222 retirements of staff (civil service &amp;amp; AP) of which 94 to 98 are APs. Last year there were 37. The response to the preliminary SUCCS audit finding is going soon. UI will review all positions cited. There is no mandate for immediate conversion nor a campus review of all positions. Information was communicated with colleges and will soon be communicate with individuals. Publication on SUCCS website won&amp;rsquo;t happen until UI response is made because response will be added to website too. Robbie Witt oversees the classification part of HR, and Cindy will relay onto her Kostas&amp;rsquo; concern that an IT manager position was posted as a civil service job.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;V &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Communications Committee&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;

Kostas spoke regarding the difference between listservs and mentioned the number in each: CAP Stakeholders (40+), CAP Members (22+ Elyne), and CAP Exec Committee. June newsletter went out, but Melissa has been holding off July for breaking news on the audit. USSP vacancy announcement may go out with the newsletter although CAP will continue to identify good people before then.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span style="color: black;"&gt;Maureen Parks responded to Rick&amp;rsquo;s request to consider an equivalent to APDF for District 1. She stated there is already training available to their staff so there is no need to create a fund. A member of District 1 disputes Maureen&amp;rsquo;s assessment. Campus spends about $21/AP so it wouldn&amp;rsquo;t be too costly for UA to set up an equivalent. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span style="color: black;"&gt;Pension legislation will likely come out in the fall.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span style="color: black;"&gt;Districts 8 &amp;amp; 9 have Senate vacancies, and nominations are underway. Redistricting is on hold as we determine a path forward regarding increasing the AP Senator electorate to bring equity between districts and increase representation of AP senators to districts currently not represented (other than UA). Procedures and Elections committee can present a letter regarding the troubles of determining the electorate.&lt;/span&gt;&lt;/p&gt;

Rick Atterberry said he attended 60 meetings in his capacity as chair. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;&lt;span style="font-size: medium;"&gt;V&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;AHR Report&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;&lt;span style="font-size: medium;"&gt;Elyne Cole reported on APDF: 113 requests; 111 funded; 2 denied; no pending; $54,687 requested; and $52,154 approved. We haven&amp;rsquo;t exceeded the $75K budgeted.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;&lt;span style="font-size: medium;"&gt;The proposed state budget cut of 6% can be lived with, but we have more lean years ahead. Retiree status: 5000 SURS enrollees of which 469 are from UIUC compared to 340 last year. More can be expected between August and December. Civil Service Audit response is expected in the next week or so. Temporary upgrade and Extra Help material findings are expected to be removed. SUCS is not backing down on nearly all disputed job classifications. UIC is being challenged on all research positions. The ongoing SUCCS pilot program was designed to create new civil service titles to fit existing AP positions. The units have not been informed yet. SUCCS puts up audit findings on their website. Exemption Authority removal is still being sought by SUCCS, and will be presented in August. Campus holiday schedule has just come out. Potential costs of healthcare set by CMS are between 100% &amp;amp; 30% user contribution. Those making more, pay more. Retiree rehire bill modifications were made to be more reasonable to UI. Retirees working annually for more than 18 weeks and making more than 40% of highest earnings will have full SURS contribution made by UI. Those on Grant and Contracts and with endowments are excluded.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

CAP needs to develop a strategy to get more AP Senators or to clarify language to narrow discrepancies.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;Announcement of new Provost is due tomorrow. Current status of APDF is 92 applicants, 86 funded, 2 declined, and 2 pending. Denials were due to ineligibility and missing the deadline. Requests are modest with regard to amount.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Pension reform may impact UI budget as contribution share may increase. Counting expected retirements is hard because retirees don&amp;rsquo;t have to go through HR offices and HR isn&amp;rsquo;t informed until it gets to a certain stage. Estimate is 300+ civil service staff and 150 APs. SURS is reporting their load is 4 times greater than normal. Proposals by Governor and Legislative Leaders are motivating some to retire.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;HB4996 will penalize UI for hiring retirees. Rehires working 18 weeks and earning 40% of pre-retirement salary are referred to as &amp;ldquo;affected annuitant&amp;rdquo;. UI would have to pay a full year of annuitant contribution for affected annuitants. Retirees are PI for $36 million in grant funds. UI Government Relations is working to modify the bill. SURS is behind the initiation of the bill. There is big concern for the inability to rehire distinguished faculty.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;V &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Communications Committee&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Recent communication related to elections.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VI&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Unfinished Business&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Provost and others met with civil service director to express concern with outcome of audit. Of job descriptions reviewed, 80% had been revised 6 to 12 weeks prior to audit review which director asserts is bad management. Provost Wheeler took exception to this and other accusations. Things are still up in the air so AHR is not informing potentially affected staff yet.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The effort to remove Exception Authority from UI is on hold, but not dead. The massive number of comments submitted was instrumental in slowing advancement of effort. Some Trustees on the Merit Board seem supportive, but they are difficult to approach due to restrictions in meeting attendance which may be a violation of open meeting law.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;CAPE Awards Committee did a good job. The committee wants to increase the applicant pool, and is looking for a vice chair.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Mary Ellen &lt;strong&gt;&lt;span style="font-weight: normal; font-family: 'Calibri','sans-serif';"&gt;O'Shaughnessey &lt;/span&gt;&lt;/strong&gt;reported that at the April 23 meeting the Senate filled committee assignments and Matt Wheeler was reelected as chair. The Senate discussed electronic surveys at the April 30 meeting. Mary Ellen is retiring and needs replaced.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas presented results of AP Senator Election. There are 4 new ones. Presentation to Council of Deans by CAP helped bring more district electorate equality.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas announced results of CAP election and congratulated winners. District 1 election has to reopen because winning candidate shares departmental code with Michelle. Our Provost Office contact, Phyllis, will soon change positions.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Kostas proposed changes to bylaws regarding wording restricting unit executives as candidates.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;AP spots are open for Committee on Committees, USSP, and General University Policy.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;CAP Nominating Committee was assembled to create a slate of officers. Sue, Linda, and Julie are on the nominating committee.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;July CAP meeting date was changed to July 12.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;New Business&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;APDF excludes UA. Elyne sought inclusion in the past, but was rebuffed. Her belief is that making that request may jeopardize the continuance of APDF fund. Rick will send a reminder to Maureen Park that UA had planned to have APDF equivalent.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Wayne is having a Human Capital Strategy meeting on May 15 and would like to report to CAP regarding it.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;VIII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;span style="text-decoration: underline;"&gt;Committee Reports&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Senate Exec Committee &amp;ndash; Enrollment Management Report is agreeable to everyone.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Campus Operations Committee &amp;ndash; Proposal sent to senate to shorten the amount of time for bidding process in order to speed renovation.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;Faculty and Academic Staff Benefits Committee &amp;ndash; Linda reported on movement of legislation. Benefits choice will be problematic. Tuition Waivers will continue to receive attention. Sexual Harassment Training will be required of all of us.&lt;/p&gt;

Elyne reported there isn&amp;rsquo;t anything new on the budget, but we are in good shape as a university.&amp;nbsp; APDF received an increase in applications probably due to a recent article.&amp;nbsp; 80 of 84 requests have been funded for a total of $38,295 of the budgeted $75,000.&amp;nbsp; Three requests are pending.&amp;nbsp; Elyne has instructed her staff answering that while match is usually 50%, requests should be encouraged because exceptions can be made.&amp;nbsp; Chancellor is interested in feedback regarding Provost search.&amp;nbsp; Rehiring retirees is the subject of a bill currently before the house.&amp;nbsp; It proposes if a retiree works more than a 18 weeks in a calendar year then the university has to pay into SURS.&amp;nbsp; Another bill will disallow state funds for use with search committees.&amp;nbsp; Similar to last year the health benefits enrollment will be complicated, and have multiple enrollment periods.&lt;/p&gt;
&lt;p&gt;
V&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;Communications Committee&lt;/u&gt; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; No report&lt;/p&gt;

VI&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;Unfinished Business&lt;/u&gt;&lt;/p&gt;
&lt;p&gt;
AP Civil Service Audit &amp;ndash; Monday is a meeting between HR and SUCCS to talk about the audit.&amp;nbsp; Disputed findings involve Extra Help non-compliance, Academic Hourlies, temporary upgrades, too many administrative layers between person doing job and top administrators, and positions earning less than $40K.&amp;nbsp; Coordinator, Analyst, Assistant to, and Specialist are titles audited the most.&amp;nbsp;&amp;nbsp; JCAR process is still underway, and everyone is encouraged to comment formally.&amp;nbsp; Rick will send out a message to encourage response.&lt;/p&gt;
&lt;p&gt;
CAPE award ceremony is this afternoon. &amp;nbsp;Less than 40 nominations were received resulting in 6 awardees.&amp;nbsp; The committee used a wiki to help in selection process.&lt;/p&gt;
&lt;p&gt;
Kostas reported engagement in AP Senator elections is way up.&amp;nbsp; Kostas announced winners, and a runoff election.&amp;nbsp; Deans allowed more APs to be part of electorate (up 20%), but there is still inequity between the decision of deans.&lt;/p&gt;
&lt;p&gt;
Bylaw revisions were accepted on a 15 to 0 vote.&amp;nbsp; Rick reported regarding his effort to keep CAP involved in search committees for top administrative positions.&amp;nbsp; Rick received positive feedback from administrators regarding the CAP letter referring to the ethics statement.&lt;/p&gt;
&lt;p&gt;
VII&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;New Business/Announcements&lt;/u&gt;&lt;/p&gt;
&lt;p&gt;
Linda, Wayne, Julie, Veronica, Tim, Kostas, Elizabeth, and Kingsley are up for reelection.&amp;nbsp; Self-nominations are being sought for these seats.&amp;nbsp; April 23 is election day.&lt;/p&gt;
&lt;p&gt;
Mary Ellen reported the Senate discussed severe sanctions short of dismissal.&amp;nbsp; Also noted was many other big schools don&amp;rsquo;t offer the tuition waiver benefit UI does.&lt;/p&gt;
&lt;p&gt;
Elizabeth reported on the Public Engagement committee.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
Michelle briefly reported on the redistricting committee.&amp;nbsp; Redistricting will be discussed at the July meeting.&lt;/p&gt;
