That is the correct behavior. We only send X number of emails to any particular email provider (Yahoo, Gmail, Comcast etc.). Otherwise the emails get treated as spam. For example: if we have five different emails submitted that are all sending to @yahoo.com then we throttle the load so that we only send so many to Yahoo at a time.
