IV Seat New Members & Officer Elections
Steve Schweitzer is the new member for District 1. Sue Key spoke on behalf of the nominating committee presented the slate. The following officers were voted in:
CAP Chair Kostas Yfantis, CAP Vice-Chair Linda Smith, Secretary Kingsley Allan, Communications Officer Melissa Madsen, Grievance Officer Jonathan Howell, Assistant Grievance Officer Sandra Carroll, and At-Large Member of Senate Exec and UPPAC Tom Korder. Rick Atterberry said he attended 60 meetings in his capacity as chair.
V AHR Report
Elyne Cole reported on APDF: 113 requests; 111 funded; 2 denied; no pending; $54,687 requested; and $52,154 approved. We haven’t exceeded the $75K budgeted.
The proposed state budget cut of 6% can be lived with, but we have more lean years ahead. Retiree status: 5000 SURS enrollees of which 469 are from UIUC compared to 340 last year. More can be expected between August and December. Civil Service Audit response is expected in the next week or so. Temporary upgrade and Extra Help material findings are expected to be removed. SUCS is not backing down on nearly all disputed job classifications. UIC is being challenged on all research positions. The ongoing SUCCS pilot program was designed to create new civil service titles to fit existing AP positions. The units have not been informed yet. SUCCS puts up audit findings on their website. Exemption Authority removal is still being sought by SUCCS, and will be presented in August. Campus holiday schedule has just come out. Potential costs of healthcare set by CMS are between 100% & 30% user contribution. Those making more, pay more. Retiree rehire bill modifications were made to be more reasonable to UI. Retirees working annually for more than 18 weeks and making more than 40% of highest earnings will have full SURS contribution made by UI. Those on Grant and Contracts and with endowments are excluded.
VI Communications Committee Report
Newsletter is ready to be sent out. More committee members are being sought.
VII Unfinished Business
CAP should continue to attend quarterly SUCCS meetings. The poor seating is likely in breach of Open Meetings Act. There are empty seats at the meeting reserved for staff, but other attendees have to sit in the hallway. AHR representatives used to sit in the room, but are now excluded.
Rick Atterberry spoke with Maureen Parks regarding an APDF equivalent for district 1.
VIII New Business / Announcements
Next meeting is July 12.
AP Senator election must be held to replace Mary Ellen O'Shaughnessey of district 9.

Academic Senate Committee Positions: CAP Representative on Committee on Committees – Tim Flanagin, CAP Representative on General University Policy – Sue Key, CAP Representative on University Statutes and Procedures Senate Committee - None
Bylaws Update – still moving along
June 22 is next UPPAC meeting.
Nothing new to report regarding the Academic Senate. Kostas will approach Senators to make a report at CAP.
Redistricting is on hold until Exec Committee discusses concern regarding exclusions of CAP members from AP Senator Electorate. CAP needs to develop a strategy to get more AP Senators or to clarify language to narrow discrepancies.
