ABSTRACT

There is a general understanding in both the commercial and defense sectors that a dynamic defense is needed to deal with the current threats to our national cyber infrastructure. Attacks can come in too many forms and from too many sources to deal with them using traditional mechanisms. Even with humans in the loop, the attackers can generate new forms of attack much faster than any reasonable collection of humans can defend against.

We will describe an approach to dynamic defense that has three significant properties.

 - It is based on ViaSat's high-assurance architecture,

   permitting true (hardware-enforced) trusted processing.

 - It can operate in a fully distributed manner without depending

on any form of hierarchical real-time control.

 - It can provide a defense at the same scale as the attack in

terms of both numbers and distributions of nodes.
