Title: Programs Designed to Increase Solar Power Deployments

Diverse government and private programs aim to spur investments in systems which provide electricity at reasonable prices without harmful emissions. National, state, local and UIUC programs are funding portions of solar power deployments. The market conditions driving such investment decisions are filled with uneconomic prices, uncertainties and changes. Unfortunately, several existing programs have design flaws and are not operational or cost effective. This seminar presents three case studies: (1) a small business system funded through federal and state grants as well as a federal tax credit; (2) the Illinois Renewable Portfolio Standard, especially the solar and distributed generation components; and (3) student funding for UIUC's solar farm. The discussion will address potential program design improvements and lessons for market-based incentives.

Warren works on clean energy and other eco-business initiatives, including energy efficiency building retrofit financing strategies and auction issues involving greenhouse gas allowances. He was previously a partner at the Skadden law firm, specializing in telecommunications issues, including wireless spectrum auctions, on which he is a nationally recognized expert. He has also worked as special assistant to the Chief of the Common Carrier Bureau of the Federal Communications Commission.
