Africa's energy poverty has recently become the target of considerable global attention.  Professor Dill will argue that although legitimated by global development discourse, large-scale hydro projects, middle-range renewable projects, and the development of regional power pools are all geared to selling more power to the mines and industries that can afford it and run counter to the aims of those seeking to ensure universal access.
