Regulation of human transcription is accomplished to a large extent by controlling the number of polymerases that enter productive elongation through the action of P-TEFb. Gdown1 is a substoichiometric Pol II subunit that stabilized promoter proximal paused polymerases by blocking termination by TTF2.
