SUMMARY:Towards a Sociological Perspective on Democratization in the Glob

CREATED:20120201T110000Z
DESCRIPTION:Brazil\, India and South Africa are three of the most success
ful cases of consolidated democracy in the developing world. They are a
lso characterized by deep and durable social inequalities that have limi
ted the effective political incorporation of subordinate groups. The ta
lk develops a general analytic frame for assessing democratic deepening
in comparative terms and identifies distinct trajectories of democratic
deepening in each country. These divergent trajectories are in turn lin
ked to patterns of interaction between civil and political society.

SUMMARY:Framing Inequalities in the United States\, Germany\, and the Eur
opean Union: Race\, Class\, and Gender as Dynamic Intersections
CREATED:20111115T110000Z
DESCRIPTION:ABSTRACT:The term intersectionality invokes 'race\, class and
gender' as dimensions of inequality that operate in and through each ot
her\, but different understandings of inequality shape how they are addr
essed politically. This has been long understood in the case of class in
equality\, where the US is very different than Europe in what ways of ta
lking about social justice are most familiar. But race\, nationality or
ethnicity and gender are also framed differently in different political
systems and also reflect social struggles of long historical duration. I
n this talk\, I draw attention to the ways that struggles for gender equ
ality have intersected with those for class and race justice and continu
e intersectionally to shape the meaning of all forms of inequality. To i
llustrate this\, I contrast the race-centered framing of gender equality
as the outcome of dismantling stereotypes and ending discrimination tha
t dominates in the US with the class-centered framing of gender equality
as the outcome of effective government actions to promote women's full
participation in governance and equal inclusion in the distribution of s
ocial goods that characterizes Germany. I suggest that the EU mixes thes
e models in a uniquely hybrid model which offers both potential and risk
s for actually reducing inequalities in its member states. I point to th
e problems of growing class inequality in the US and growing racializati
on of religious minorities in Europe as intersecting dangerously with ge
nder inequalities in both parts of the world.SPEAKER BIO:Myra Marx Ferre

SUMMARY:Unsettling Accounts: Debt\, Theft\, and the Calculus of Fortune A
 mong Chinese Transmigrants
CREATED:20120130T110000Z
DESCRIPTION:In contemporary accounts of transnational human smuggling out
of Fuzhou\, China\, debt and theft commonly appear as figure and shadow
\, sometimes working in tandem and other times at odds\, to configure th
e moral project of money accumulation overseas. While it is easy to see
theft's relationship to debt as simply one of crisis\, this paper aims
to show how such a relation'with all its polarizing tensions and slipper
y confusions'can be seen as mundane\, immanent or even ontological to th
e making and managing of fortunes among Chinese transmigrants straddling
rural Fuzhou and the United States.

SUMMARY:Agricultural policy reform in the European Union
CREATED:20120130T110000Z
DESCRIPTION:ABSTRACT: EU agricultural policy has undergone significant re
form over the past twenty years. EU policy-makers are currently engaged
in negotiations on the agricultural policy framework for the coming 2014
-20 period. This presentation will first discuss the significance and di
rection of the reforms to date\, drawing on a recent OECD report which h
as reviewed these efforts. We then review the relative importance of the
different drivers of reform\, including budget costs\, external pressur
es\, the role of the Commission and changing agendas\, in the decision-m
aking context of the European Union. We conclude by evaluating the likel
y significance of the current negotiations on the new CAP regulations fo
r the reform process.SPEAKER BIO: Alan Matthews is president of the Euro

SUMMARY:2012 Joint Area Centers Symposium: Cities and Inequalities in a T
 ransnational World
CREATED:20110919T100000Z
DESCRIPTION:The 21st century is declared as a century of cities\;[i] a ce
ntury when for the first time in human history most people live in citie
s and virtually all of the worlds population growth is occurring in urba
n areas.[ii] This century embodies yet another milestone: the number of
people moving across national borders is higher than ever before. The 20
10 World Migration Report states that there are far more international m
igrants in the world today than ever previously recorded (p.3).[iii] Mea
nwhile\, even as there might be dispute on whether poverty has increased
\, studies concur that inequalities have grown worldwide within and acro
ss cities and regions. The micro-data collected across world cities in t
erms of access to improved water\, sanitation\, health\, education and h
ousing mirrors the grim picture of unprecedented urban inequalities that
Mike Davis presents in his Planet of Slums. These unprecedented trends i
n human settlements and movements are not coincidental. Growing urbaniza
tion\, inequalities and migration are interconnected\, and in complex wa
ys both cause and reflect the global restructuring of production and soc
ial reproduction. Because humankind has become and might continue to be
a species of city dwellers\, and because humankind has become more than
ever unequal in their conditions of life and mobility across national bo
rders\, the questions we ask about urbanization and urban inequality in
a transnational world are questions about the human condition. What are
the spatialities of these interconnected trends and what are those emerg
ing spaces? What are the new and persistent forms of inequality they pro
duce? What are the ways in which inhabitants\, vastly unequal in their c
onditions of life\, negotiate their livelihoods\, security\, and dignity
in these emerging urban spaces? How is transnationalism implicated in t
he production of these ascendant inequalities?Cities and Inequalities in
a Transnational World conferenceseeks to better understand aspects of t
hese unfolding processes of urbanization and transnationalism that might
prove similar or different from the past and across regions. Through th
is conference we seek a global perspective grounded in the experiences o
f various regions of the world\, including Africa\, South and South East
Asia\, Latin America\, Middle East\, European Union\; Russia and Easter
n Europe. Many aspects of these global mobilities and urban inequalities
 are linked to natural environmental changes happening across the globe\;
or deterritorialized practices of governance\, citizenship\, accumulati
on of capital and social reproduction. The conference participants inter
rogate the dimensions of such deep and overwhelming change in the human
condition. While they seek to help us understand the unfolding phenomena
before us\, they also move beyond that to excavate modes of understandi
ng and interventions\, policies and actions that help us build capacity
for change. Key questions around which the conference sessions will be o
rganized are the following:What are the new spatialities of cities in a
world more than ever before transnational and unequal? What are these em
erging spaces? How do they vary across urban areas and regions? What are
the new or persistent forms of inequality that these processes (re)produ
ce\, particularly with regard to gender\, race\, income\, residential se
ttings\, security\, violence (prison industrial complex)\, legal status
etc.?How is transnationalism as a powerful contemporary force implicated
in the production of these inequalities? What are the modes of intervent
ion through formal policies\, or informal practices by officials\, activ
ists and inhabitants to address the emergent or persistent urban inequal
ities? How do inhabitants of these emerging or growing cities claim and a
ssert their right to their livelihood and dignity? How do these inhabita
nts practice their right to the cities and citizenship?Conference organi
zers: Faranak Miraftab and Ken Salo\, Department of Urban and Regional P
lanning\; David Wilson\, Dept. of Geography\, University of Illinois at
Urbana-Champaign.The conference will start on the evening of Thursday\,

SUMMARY:Champaign Greek Film Festival Presents "Plato's Academy"
CREATED:20120201T110000Z
DESCRIPTION:Every morning four Greek men in their mid-fifties sit down on
the four chairs that kiosk-owner Stavros (Antonis Kafetzopoulos) places
in front of his shop. He does this day in day out with an almost ritual
istic regularity both for him and his friends. Every now and then they m
ight start kicking a ball about near the junction that is hardly ever ve
ry busy. Or they might animatedly discuss\, whether 'Patriot' - a dog be
longing to one of the four imperturbable flag-wavers ' only ever barks a
t Albanians or on occasion might even growl at a Greek. And lo and behol
d ' the dog does in fact make an exception and barks at Stavros ' much t
o the dismay of the others. This dismay soon turns to scepticism when St
avros' mother suddenly thinks she has found her long lost son in the for
m of an Albanian labourer and starts speaking to him in fluent Albanian.
All films in Greek with English subtitles.

DESCRIPTION:Athens\, today. Three siblings face the prospect of selling t

SUMMARY:What is Red in Hungary's 2010 Red Mud Disaster?
CREATED:20111028T100000Z
DESCRIPTION:On October 4\, 2010\, 700\,000 cubic meters (21m-24m cubic fe
et) of toxic sludge escaped from a reservoir of a Hungarian alumina plan
 t in the West of Hungary\, flooding three villages with a 25 km-long\, 1
 -2 km-wide\, and occasionally 7 ft-high cascade of highly caustic mud. O
fficially ten people died from burns or suffocation\, and hundreds were
treated in hospitals. Over two hundred houses that survived have to demo
lished. All life in the nearest river\, the Marcal\, a tributary of the
 Danube\, have been extinguished--fish\, birds\, insects\, and plants. Ac
cording to government officials\, this is Hungary's worst ecological dis
aster. The talk will review the historical context of this disaster focu
sing\, first\, on the company and its technology\, including the causes
of the spill\; second\, on changes in related environmental policies\, f
rom state socialism through EU accession\; and third\, and most importan
tly\, on the political and ideological mining of the spill both by the n
 ationalist government and liberals.

SUMMARY:Sale of the Century: The Rise and 'Fall' of the High-Priced Infra
 structure Lease
CREATED:20120119T110000Z
DESCRIPTION:In the last decade\, a number of marquee infrastructure priva
tization deals drew increasing attention to the transfer of local and st
ate infrastructure assets into private hands through sales or long-term
leases. Previous evaluations of infrastructure leases have focused on th
e privatization process and the terms of the arrangements negotiated by
the public sector and the private concessionaires. In this research\, we
argue that these approaches fall short by failing to investigate the si
gnificant repositioning of the local state relative to financial markets
produced by the rise of high-priced asset lease deals. We develop this
argument through a case study of the institutional transformation of the
City of Chicago\, the U.S.'s most aggressive instigator of infrastructu
re asset sales\, with analysis identifying several dimensions along whic
h the remapping of the local state has progressed.

SUMMARY:Transnational Large-Scale Land Transactions\, the Disappearing Co
mmons and Livelihood Insecurities in Ghana: A Gender Perspective
CREATED:20120210T110000Z
DESCRIPTION:ABSTRACT: Tsikata draws on her study of three cases in Ghana
to explore the gendered implications of recent land transactions for lan
d tenure security\, the availability of and access to the commons\, food
security and livelihood outcomes for men and women of different social
groups. The transactions in question involve American\, Norwegian and Du
tch capital and concern land acquisitions for the cultivation of rice\,
jatropha and mangoes respectively. The studies use qualitative methods\,
involving focus group discussions with men and women farmers and with t
he chiefs\, as well as in-depth interviews with a selected number of mal
e and female farmers in several communities. In all three cases\, there
have been significant losses of common spaces\, with gendered impacts. B
ecause of their reproductive roles\, the sexual division of labour in pr
oduction and gender inequalities in land tenure systems\, women have par
ticular interests in the commons over and above men?s use of such spaces
. The three cases allow for a comparison of different land tenure system
s\, the impacts on locals as well as settlers and the particularities in
the roles and discourses of the state\, chiefs\, the leadership of the
local land-owning groups and the urban elite. In addition\, they highlig
ht the specificities of the land transactions\, their business models an
d their implications for the pre-existing land tenure systems\, food sec
urity\, and the wider political economy. SPEAKER BIO: Dzodzi Tsikata is
head of the Centre for Gender Studies and Advocacy (CEGENSA) at the Uni
versity of Ghana and a Senior Research Fellow at the Institute of Statis
tical\, Social and Economic Research (ISSER). She has a Ph.D. in social
science from Leiden University in the Netherlands. Her research interest
s are the areas of gender and livelihoods\, development policy\, and lan
d tenure and food security. Publications  include Land Tenure\, Gender a
nd Globalization: Research and Analysis from Africa\, Asia\, and Latin A
merica (co-edited with Pamela Golah\, 2010)\, ?The Informal Economy and
Urban Women?s Livelihoods in Sub-Saharan Africa in the 1990s\,? in Razav

eam Communities of Ghana?s Volta River Project (2006). Currently\, she i
 s co-editing a special issue of Feminist Economics on Land\, Gender\, an
d Food Security\, funded by the Ford Foundation. Prof. Tsikata is the le
ad researcher in the IDRC funded study of employment agencies and women?
s work in the domestic and banking sectors in Ghana. She is a member of

SUMMARY:Conference: The Presence of 'America' in India: Where and How Doe
s 'America' Appear and What Are The Effects?
CREATED:20111128T110000Z
DESCRIPTION:During the last decade\, the circulation of ideas\, commoditi
es\, cultural practices\, and cultural products perceived as coming from
the U.S. and gaining traction in India has accelerated. We understand
this process as a dialectical one\, full of multiple transformations/tra
nslations/ and effects\, and with a substantial history\, where India is
not merely a "receiving" region\, but rather a complex set of national
and subnational cultural and political groups actively involved in artic
ulating relationships to "America." We use the term "America" advisedly
as it does not presume to reference all of the Americas but rather to c
apture the sense of the U.S. as both a geo-political entity and a cultur
al imaginary\, that is\, not only as a political actor\, mediating betwe
en Pakistan and India\, but also as a cultural influence in many of the
contemporary changes in Indian daily life and institutional structures.
These include shifting practices of food consumption\, modes of fashion\
, notions of secular democratic politics\, the restructuring of Indian h
igher education institutions\, the emphasis on "American" accents in Eng
lish speech\, employment in U.S. corporation customer service "call cent
ers\," the impact of the presence of the US business corporations (such
as IBM)\, new developments in Indian agriculture and engineering\, the m
igration of hip hop style dancing into Bollywood musicals\, the much con
tested "brain drain" to the United States\, and so on.For additional con
 ference information\, please visit http://ips.illinois.edu/ifuss/IndiaCo

SUMMARY:2012 Cline Symposium: Looking Back at the Arab Spring\, Why it Ha

CREATED:20120209T110000Z
DESCRIPTION:This year's Cline Symposium will provide a retrospective on t
he Arab Spring that is both conceptual and policy-oriented. In light of
the ongoing transformation in the Middle East\, we will examine the con
ditions under which popular uprisings emerge (Would these changes occur
without the self-immolation that triggered the Tunisian uprising?) as
well as factors that shape their dynamics and success (Are revolutions c
ontagious? Why have they overthrown dictators in Tunisia and Egypt but
not Bahrain and Jordan?)\; we will consider the role of repression and i
deology in authoritarian governance (Does repression instigate or impede
protest? Were the aging dictators of the region and their successors to
o slow to adapt to technological change?)\; we will discuss the role of
economic conditions (Did increasing world food prices play a role? What
about the worldwide financial crisis?\, as well as the role of American
and European foreign policy (Did the cautious\, indirect support that t
he Obama administration has given to protesters facilitate or slow down
 the uprisings?).

SUMMARY:Nationalism qua Modernization: The Greek War of Independence
CREATED:20111213T110000Z
DESCRIPTION:This is an attempt to place the Greek War of Independence in
the wider context of the clash between Tradition and Modernity in the Eu
ropean periphery. It focuses on the ideology and the movement of nationa
lism ' a phenomenon springing up in modernity and bringing forward the c
oncept of the nation as the proper unit of state organization. Being the
undisputed offspring of nationalism (which is to be understood as both
the product and the vehicle of modernization)\, the Greek War of Indepen
dence is discussed not solely in its political dimensions but also in te
rms of its contribution to a much broader societal change. It is in this
sense that the Greek struggle for independence may be interpreted as th
e specifically 'Greek exit' from tradition ' as an undoubtedly unique ev
ent of momentous importance per se\, yet\, on the other hand\, as one mo
re instance in a prolonged and very intricate process of societal transf
 ormations.
