DESCRIPTION:The symposium theme will cover the standing paradigm that cer
 tain countries/regions tend to produce intellectual property (Japan\, US
 \, Europe)\, while others are primarily users of that IP (The rest of As
 ia\, Central & South America\, etc.). In such a world\, each group's inc
 entives are fairly clear. Producers favor strong IPprotection\, arguing 
 that this generates the economic incentives to invest in developing new 
 technologies. While consuming nations see strong enforcement as burdenso
 me\, the consensus is that their economic development will be spurred by
  improving IP enforcement. The applicability of this paradigm is now in 
 doubt\, however.
