 on Friday\, 17 February. He has written on a range of topics including d
 emocratic consolidation\, the politics of decentralization\, local democ
 racy\, urban transformation and social movements. Prof. Heller is curren
 tly finishing a 4-year research project funded by the NSF on the post-ap
 artheid city . The project uses both GIS data and qualitative fieldwork 
 to examine the impact of planned transformation on the racial and econom
 ic reconfiguration of South Africa's three largest cities. He is also fi
 nishing a book on democratization and urban governance in Brazil with Gi
 anpaolo Baiocchi and Marcelo Kunrath Silva (Stanford University Press) a
 nd working on a book that explores the relationship between development\
 , democracy and civil society through a comparative analysis of India\, 
 Brazil and South Africa.

 n-going debate since the advent of political independence. African intel
 lectuals within Africa itself and especially in the African Diaspora hav
 e been both the critics of past political practices in the continent and
  the recipients of such criticisms for their complicity in the mismanage
 ment of state affairs. Others are criticized for their inaction in the f
 ace of deteriorating\, instead of improving\, socio-economic conditions 
 (For series of biting criticisms on African intellectuals\, see African 
 Intellectuals: Rethinking Politics\, Language\, Gender and Development (
 2005)\, edited by Thandika Mkandawire\; Zed Books). Where do we\, as Afr
 ican intellectuals in the mid-west\, stand in this defining debate?Submi
 ssionAuthors are invited to submit abstracts of no more than 250 words. 
 We welcome submissions from various disciplines and fields and we strong
 ly encourage submissions that propose solutions and alternatives in addi
 tion to analytical research. Abstracts can be based on research proposal
 s\, completed research or research in progress. Suggested topics include
