PHL in the News
November 9, 2012

The following items have appeared recently in newspapers, blogs, on websites and other media regarding PHL and might be of interest to affiliates of the ADM Institute for the Prevention of Postharvest Loss.

South Asia

  • The Indian government now procures over 35% of the country's marketable surplus grain, up from past levels of 25-30%. Given the strains on subsidies, storage capacity, and private retail markets, officials are beginning to craft long-term adjustments to the current open-ended policy.

  • One independent commodity analyst predicts the Government of India will hold more than 106 million tonnes of wheat and rice by July 2013 and urges for “aggressive export” to alleviate subsequent problems, including price inflation and risk of loss. The article argues that current inflated wheat prices are caused not by export activity, but rather largely because of the low grain supply in the private retail sector.

Southeast Asia

  • Some experts doubt the Philippines will reach its goal of self-sufficiency in rice production by the end of next year, saying it will take until at least 2020, but most likely longer. The World Bank and the Asian Development Bank agree that financing requirements for necessary infrastructure developments are too large and realistically unattainable. The International Rice Research Institute identifies one major challenge as postharvest losses along the supply chain, including consumer waste worth as much as $200 million a year.

Africa

  • Postharvest losses could be reduced by decreasing barriers of trade between African countries according to a recent study by the World Bank. Complicated trade processes, including laws, fees, and high transport costs restrict crop surpluses from moving into profitable markets, which undercuts the ability of local farmers to improve regional food security.
