INCIDENT: Off Campus Disorderly Conduct/Peeping Tom
OCCURRED: Four Incidents between May 31st, 2010 and September 13th, 2010
LOCATION: 302 South Busey, Urbana/707 West Elm, Urbana/806 West Green Street, Urbana/ 57 East Daniel, Champaign
The Urbana and Champaign Police Departments are investigating multiple reports of an individual who has been looking through apartment sliding glass doors and/or windows and masturbating in the presence of the resident(s).
On 06-01-10, the Urbana Police Department responded to 302 South Busey, Urbana, (map) reference an offender who had knocked on an exterior apartment window trying to get the resident’s attention while he masturbated. On 08-13-10, the Urbana Police Department responded to 707 West Elm, Urbana, (map) reference an offender who had opened a sliding glass door to an apartment and was masturbating in the presence of the resident. On 09-10-10, the Urbana Police Department responded to 806 W. Green, Urbana, (map) reference an offender who knocked on an exterior apartment window and masturbated in front of the resident. On 09-13-10, the Champaign Police Department responded to 57 E. Daniel, Champaign, (map) reference an offender who pounded on an exterior apartment sliding glass door and masturbated in the presence of the residents.
These incidents indicate a concerning trend such that there is a pattern of behavior that the campus community should be aware of and take appropriate personal protective actions .
Based on multiple victim statements, the offender in these incidents is a white male, approximately 5’7” to 5’11” tall, 145 to 180 pounds with brown hair and brown eyes. In most cases, the offender was not wearing pants and had some type of shirt or mask over his face when he was masturbating.
The University of Illinois Police Department is working with the Urbana and Champaign Police Departments to locate and apprehend the offender.
Members of the campus community are strongly encouraged to follow these safety tips to decrease their potential for becoming a victim:
- Stay alert - call the police immediately to report suspicious activity.
- Trust your instincts - if it does not feel right, call for help.
- If you observe something that doesn’t appear to be normal, do not approach the subject and call 9-1-1 immediately.
- Keep your doors and windows locked at all times. Keep your window/door blinds drawn, especially in the evening and night hours.
